People in the community that are "essential workers" need to be tested daily (preferably rapid testing) if there is evidence of transmission in the community. Anyone infected off to properly managed quarantine, get early treatment and if very sick off to hospital. Good contact tracing for precautionary self isolation and testing.

When there is no virus transmission in the community for 2 weeks then all shops can open with low risk and no need for masks etc
