There is nothing new in the LKO announcement and Vic gov have already stated nothing will happen before the 2020 moratorium expires. If Libs get in late next year it's a different story. In addition , LKO mentioned in last FY results that a capital raising was in planning, expect this announcement was to ramp prior to that. If they raise, DHR will need raise to fund its 40% share or be diluted.
