    I didn`t get his humor as well，culture difference.
    I see the MOU was signed in may，and it is valid for 12 months，I rekon the binding agreement shall be signed before may 2017？Considering the JV partner already purchase the parts for the steel mill， I can`t see any good reason for them to have second thought.
