"cash flow positive by the end of Q4" means commissioning could be finalised any day between now and then.
But the announcement does not say "the end of Q4" it says "on schedule for Q4 2016 positive cash flow" so lets not be extreme pessimists and aim at the end of December. It's reasonable to expect cash flow positive well before then - maybe only a month or so away.
