IMO this FC report is NOT relevant to the upcoming deal at all. The alleged incident happened in 2009, just before the 26-year civil war had officially ended. As of right now, MDV has an MOU out, with funding assistance to SL via the Oz government, which suggests that ties are quite solid. Let's just wait for the EGM & see what happens. Suggesting that any delays could be due to this is of utter nonsense. IMO I would rather think that the delays could be due to the testing not being completed yet or that the final T & C's need a revamp & subsequent sign-off.
