Reminds me of 2 previous 4 Corners stories.
The current RAAF fighters was also an odd purchase, apparently short range and bought seemingly on a whim and reportedly (by 4 Corners) against advice from the RAAF.
The Defence Minister was Brendan Nelson. Very soon after Mr Nelson bacame Opposition Leader, with a shot at becoming Prime Minister. This was imo also out of the blue.
Years earlier Defence Minister Kim Beasley decided to purchase some submarines, the choice akso seemingly out of the blue. The silent Collins class subs were found to be noisy and cost 10's of millions to upgrade. Several years later Mr Beasley became Opposition Leader with a shot at becoming PM.
I don't know who the defence Minister was when the decision to go with the JSF was made.
