Water supply should be in the strategic reserve basket as oil is in the US. The dams should always be 50-75% full and restrictions applied when they fall below. Water authorities should move from sellers of water, to management. Industrial users of water should have to recycle theirs...they are the big users. Cities may become redundant if water is that important. But basically we have become a generation of wasters from oil to water, from food to minerals...time to stop.
