Having read George Tenet biography about his time at the CIA, can believe that they became paranoid about everyone.
Every day intelligence crosses desks that suggests every two-bit terrorist group is going to strike somewhere.

Don't know whether it is available anywhere but Colin Powell's WMD address to UN to me seemed not particularly damning given the resources available to them.It was a bunch of possibles & maybe's.The only winners were Halliburton,KBR & Blackwater/Prince Group.
(No i can't prove this thought in hindsight or otherwise.)
