From my experience(30+ years in businesses) this problem has been around for a long time. For the small reseller it is more economical to wander down to the nearest chain store to buy stock cheaper than direct from the same suppler to the chain stores.
Simple solution, we need more competition and educate the consumer to buy from the small players.... In mass.
