all natural gas plants I have worked on and know of in Australia (KGP, Pluto, gorgon, Wheatstone) always leave extra room for more (modules) theyre referred to as "trains" which is for extra add on capacity, so I would assume so, and assume they'd go as far as planning far beyond phase 2
for example Wheatstone has 2 trains but has pre exisiting area and pre works to allow up to 8 trains from memory
