If the sandstone area does have four times the helium concentrations and seven times the flow rates yes it might be too much for Phase One to handle!
Also the location of the sandstone area might be further away from the location of the Phase One plant and also I think it was mentioned the sandstone discovery was made after Phase One plans were already in motion.
