    Which is it???

    Reading back there used to be talks of 40MW powerstaion in coy presentations and now all report only talk about a 400MW. Can anyone direct me to coy documentation that clarifys what the course of action will be. 40 first then 400 or just trial burn and then build the 400MW powerstation.
