Tipster, not an expert but those numbers are way off.
For a start the concentrate fed in is about 40% REE so there's 60% waste/coproduct right there.
Then there're the chemicals: total mass greater than the concentrate.
I checked the numbers once and from memory the coproduct/waste totalled about 4x the REE produced.
