    re: caution is the watchword !! LAF can never own more than 40% of the project -the MPSA's -under the Philippines constitution. All they really have is a marketing agreement. If the financiers believe that will stick and there is no prospect of the NGO's knocking them off then okay -if not it will be yet another Philippines project that never gets off the drawing board. And remember that whoever succeeds Aroya might be a vote catcher with the NGO's -a lot of these things are decided at the barangay level.
