Why do I like it?

This means they WILL go ahead.
The great thing is the implication is the $40 bil isnt solely for the reactors.
"Emirates Nuclear Energy Corp. said Sunday it chose the Korean team because it was "best equipped to fulfil the government's partnership requirements." The state-run company valued the deal for four 1,400-megawatt reactors at about $20 billion."
This means there are roughly $20 bil of other costs outside the construction cost. Some of these other costs will include sourcing U308 supply for the 4 reactors.
