also some of these projects should be for generation of wealth in the future when the upturn comes, ie subsidised mineral/oil exploration , alternative energy projects,major planting of forests,oil/water/gas pipelines etc.... as a joint venture with private companies,
where the govt. will get a return once the turn around comes,
