Only the good ones get the limited full time positions. Basically during the slow periods you want to run the full time crew and when things pick up hire the casual people. You don't want to be hiring everyone full time when you're a seasonal business.
This is standard procedure for a seasonal business.
Otherwise without having casuals you pay fulltime wages all year around when that person may not be needed.
