Wouldn't be a market takeover, but could be a significant player taking a material stake for several reasons. A market takeover would be too expensive because you cannot do it discreetly. You have to declare your position at 5% and 20%. This would drive the price up beyond an off-market takeover.

Now if you were Western Digital and wanted in, you would find it hard to buy on-market due to inside information. The best time to buy would be a short time after a public announcement so the public is fully informed???
