The Congress for the Creating Helpful Incentives to Produce Semiconductors for America Act (CHIPS for America Act), will be giving money to those companies that already have large funds to invest.
$49.5 billion ($39 billion in production and R&D incentives and $10.5 billion to implement programs including the National Semiconductor Technology Center and other R&D.
Those companies will not need to beg, borrow or steal.
