A lot of what you just said could well be based on how close the relationship with Imec is and how either Imec does things its way and doesn't inform or include the parties enough in the process or is totally flying blind based on whats new and in front of them. We all know what it's like putting your faith in someone when people you know are being effected and they just don't care the same. Anyhow , we can try to bash them into better relations or encourage.
