You are correct. It clearly says they will be paid the 600 for services. The royalty is if there is commercial out only while in partnership.
Let's face it. The chances of commercial outcome between now and aug 22 or end of 22 are practically 0.
So I can only interpret it as a carrot dangle or red herring. This is supported by the fact it has always been there, we have just been told of it now because of the capping.
