Where have they said technical issue is *not* easily resolved?

Where are all the previous annoucements marking the commencement of testing?

you write as if they changed their comms style, but it's been this vauge and thin for the last 18 months that I've been following...

"on track" and "on budget" updates are relevant on the day of writing. You can't go back and look at an Aug update and say "you lied in August when you said it was on track". November they told us they found more things to explore and that requires more work, hence timelines changed... Seems pretty transparent.

they have told us it is still achieving metrics in line with previous tests, minor degradation in one metric as they pushed for better performance in other metrics... observing that led them to design a series of tests that can further explore those sensitivites / trade offs while demonstrating that the predicted "easily resolved" issue has in fact been easily resolved.

The path they've proposed makes complete sense
