There has been a somewhat tightening of reporting rules, whereby you're not meant to announce anything as price sensitive news unless you have material reasons to believe that it will be price sensitive. 'We got chips in the mail' isn't price sensitive, and making it an announcement would indicate discoveries were made and tests conducted, which isn't the case. An example is available from just last year - the chips did come in the mail, but they were garbage. If they had made an announcement that the chips came, that would have suggested some kind of a positive event and pushed up the price, unfairly for people reading too much into the announcement.

I would like a bit more information on what their plans are aside from testing the chips to see that they are not just considering but setting the stage for future actions, but I don't want an announcement that the postal service is marginally functional.
