That may be the case - but in my experience - mergers and acquisitions are handled by a hand picked team that is sequestered from the rest of the business. Everyone carries on BAU and may not even be aware what is being cooked up.
This HGST agreement does not carry significant obligations for WD - it's not like it puts them to be on the hook for billions of dollars if 4DS is successful with PL4, so it wouldn't be an agreement that a merger partner would consider "material."
