IMEC gets to have its name plastered all over this if it's a truly groundbreaking technology, further enhancing its reputation. For a non profit like IMEC that is really what it's all about. It continues to be able to have the best and brightest, develop the newest and most exciting technologies, and (incrementally) stave off any competition as a result. That is the vested interest (and they get that capped royalty as well I guess).

As to whether scaling down is a sure thing or not, I err on the side of caution still. Regardless of how easy something is presented, strange things can happen at smaller node sizes and this isn't exactly a well-trodden path with this kind of RERAM so while I maintain a healthy optimism and personally have some conviction (and don't buy into some of the disclosure concerns of others) I won't believe it's in the bag until exactly that is reported.
