What do you mean it will wind up Samsung? Samsung is by far ahead of WD and is already mass producing 286 layer Nand and is already working towards 430 layer 100TB drives and eventually 1,000 layers.
Cloud was a big driver of storage as more and more companies migrate to almost entirely use of Azure, AWS, etc. The AI service market is just adding to that existing demand. HDD meets the storage needs but not the speed. As SSDs get very close to matching the price point per GB it's a no brainer for DC's to switch to them which is a significant yearly revenue for companies.
The only point of note is that WD and Kioxia are working together to try and catch up.
