Absolutely right, when Amazon decide they need another data centre, they don't fabricate anything themselves. They put it out to tender with a long list of performance and functionality requirements.
Various bidders will then give proposals to deliver a turnkey solution to Amazon. I once worked on the design of a proposed Microsoft data centre location in Melbourne. My client wasn't Microsoft, it was a company looking to find and develop a suitable site for Microsoft.
The components for the data centres will be sourced from various manufacturers. The manufacturers (specifically, the memory manufacturers) will be the ones who 4DS will be looking to sell to.
