in IMEC I suspect both will be aware of the situation most projects take 2 runs at a node to hit the mark ( 60nm seems to have been a success first time but we don't know the yield or have access to all outcome data which you would not expect to be privy too)
first time right success floats at around 31% industry wide as the average good thing is as a first run 20nm there is no pressure on time to market / far more important to gain data and design parameters to succeed on that second run at 20nm- IMEC are the experts - they will be all over this potential outcome scenario so imo punters should be ready for it as well If things go well a full tape out on a second run may not be needed - it may only require a metal only respin if first run is high quality with exceptional physical design success ( which is quite possible but not likely based on industry practice and outcomes)
