I guess the underlying reasons for PL5 (as a second PL at 60nm) is to see how much extra performance they can extract via refinements made to the previous PL design specs.
If PL4 (60nm) was the formula 1 car (pretty speedy), hopefully PL5 (60nm) is the jet-powered vehicle & PL6 (20nm) is the rocket (and perhaps something metaphorically similar to the performance of the Saturn V back in 1969 that became a spectacular success for decades following the launch...& hopefully nothing like the performance spectacle of the Proton-M).
