its not just about specifically targeting 20nm, its about demonstrating that the tech has viable scalability for further development.
there is two potential outcomes of course, a one hit, bespoke, specific application, or adoption of the fab by someone as a new platform to be further developed and shrunk. essentially defining how long the roadmap / lifecycle is for the potential acquirer.
