The high speed memories are the hottest parts of the GPU and not properly cooled cause throttling.

For crypto mining I rebuild the cards with higher quality thermal pads & paste focused on memory. Fairly anecdotal though I can't say much about memory heat in an AI workload on H100 or the like. But it's definitely a large proportion of the heat produced by GPU's.
