a functional 20nm with PL4 metrics is a great 2nd step along that path - it validates the new access platform spend and allows chip design to begin - and dare I say a valid CR .....the 3rd phase as stated by the company It has to show the right numbers - that is the crucial part or you get left on the cleanroom floor anyway .
