A reason that Infineon would reach out to sell them (or any similar entity) a design contract is because it is one of their revenue generating business lines. They would have dedicated sales teams with big quotas to fill.
Clearly, they identified 4Ds as a hot sales prospect to sell those design services to. Respectfully (or otherwise), I suspect they found DM a very easy target to sell to and make their December quarter targets in an unbelievably fast sales process.
There are no guarantees of the design being successful.
