I think you’d still have to cap the number of share in such a scenario. In your suggestion it seems they still get a percentage of the overall value of the company, they remain unaffected by further dilution. There needs to be a plan in place where they are less incentivised to continue diluting current holders. Taking your example, give them x% of the final value per share, but capped it to say 2bn shares.
