i feel like something was said at the AGM when people were asking "does it work"
he said something like (and I'm paraphrasing) "you'll know by our track record that we would let you know quickly if it had failed" basically pointing to the process they took with PL3 and that they hadn't had to do that with PL5. It was to provide reassurance, without saying anything that would have constituted a new annoucement.
whether someone specifically said it's "not completely dead" I'm not sure, but it most likely would have been in that context (i.e. reassuring us that it wasn't a PL3 repeat).
I think we've all come to the realisation that PL5 wasn't about metrics like PL4, but more about process optimisation on the way to PL6...
