The state of the art equipment thing - IMEC had new production equipment (latest and greatest) they wanted to bed in and I understand 4DS RERAM was given the opportunity to be the first on it and give IMEC a chance to get a "feel for the controls" so to speak. A bit of quid quo pro was involved as well as I recall (discounted iteration cost, although maybe slower process).
