The headline numbers are enough to get parties interested. Those that want to make a serious bid would then have to sign a separate NDA to perform their own DD. How much detail is provided will depend on how serious the interest / bid is. This is why the patents are also important, to protect against people copying the tech.
I don't think absolute access will be provided until the board have agreed a sale, subject to DD.
I also think WD exercising the licence is the most likely scenario. If the tech is as good as it's reported to be, I doubt they can afford to buy it. They are a relative minnow in this space.
