IMEC is a non profit, but it's not a charitable organisation.
It was set up by the major semiconductor manufacturers as a research facility, since no single player could afford to set up a facility of the scale IMEC is by themselves.
Companies like 4DS pay for their development work to be completed, but IMEC also filter what work they take on, on the basis of viability and relevance to the sector.
So you'd definitely say they are operating the business in the best interests of their backers, but also helping advance the interests of their clients too.
