patience i think you are incorrect here. when a proportional takeover bid is made the directors are to hold a meeting of voters for the purpose of voting on an approving resolution. greater than 50% of the votes must be in favour for the offer to be accepted.
so even if a low ball is made you still have to vote No. from the last annual report the TOP 20 only hold 33.5%. so they cant block it by themselves.
