Although it's not really the same thing, is it.
PCM has been around for years, and has never really got anywhere. It has problems being a filamentary device, with endurance levels that are way too low to be considered useful for the area that 4DS is looking.
At best, it may hope to compete with WBT (PCM would win on speed), but even then, they have a strong product and a niche that I doubt a temperature sensitive technology like PCM could compete with.
So, not a direct competitor, and that won't change until somebody comes up with a way of improving its endurance to either DRAM or 4DS RERAM levels.
