With stocks like this, the technical picture is always outweighed by news flow. One big announcement will crush whatever "pattern" precedes the technical narrative.
It drifted lower to the .30's because the market didn't care, there was only a trickle of news, however if you checked various internet feeds you could see progress being made.
Once the Miami contract was announced, the market took notice. I managed to pick up one last parcel at .35c 8 minutes after the announcement was made!
