PLV can mine stage 4 without a seawall for quite a while.
Their plan was to start stage 4 mining in October last year and they could continue on until October this year .. then they would need the seawall to go any further depthwise on stage 4
They may have started in October 2012:we do not know.
Maybe there are mining/processing delays as well as the weekly cyclones.
If there are delays to stage 4 seawall, as this was meant to start construction in January, then I expect they would look to the stage 2 and 3 cutbacks. If they technically cannot do the cutbacks then we may have problems.
I have my fingers crossed that seawall delays are caused by a strategy to proceed with offshore seawall instead of onshore seawall. This would give them a lot more tonnage later and may offset any possible losses if they cannot in fact do stage 2 and 3 cutbacks.
