Poss Calibre. Alternatively could be CSIRO or elsewhere at discretion of JTC. 1.5t is hardly a pilot, more just a bulk sample. Cost will depend greatly on what's got to be done, but would have thought <$150K (at a guess).

A lot of the processing work and cost in the past was working out what techniques to use to get the best result. If PLV are using an existing process then a result shouldn't take too long. Might be more complex if they want to incorporate untested techniques.
