what contractor is going to commit to spending money purchasing equipment, commencing construction etc. where the finance is not available to complete the job? anything happens and you don't get paid......and as you know finance, especially cheap finance is getting much harder to get. can start smaller works but the big stuff (plant and other major infrastructure I doubt there'll be any movement until finance is in place which could effect timelines).
