My understanding it is also has something to do with ST hope something will be signed during the JV visit，when it didn`t happen，they sell.But I think it is highly unlikely for both party to collectively approach for the loan when prefeasibility study hasn`t done yet.But steel mill or not,as long as they deliver the product and order the next plant，it should still worth 5c in short time,and 7-8c by the end of next year.
