Mate - you are confusing hostile takeover with compulsory acquisitions.
buying over 90% gives you rights to acquire the remaining 10% of shares however hostile takeover is about the process of acquiring shares at the expense of the management's interest of the target company. (hence Hostile)
Such process could include doing a Board spill if you own more than 5% of the company, running a PR battle and then stack the board with directors that would be more in favour with your takeover bid.
Another process could include buying to 75% of shares; then do a special resolution to do a share buy back using company's money to buy on market and then cancel them which automatically lift's the bidder's share percentage of the company.
