based on my read of the release by liberal party, the 5 million is NOT CONTINGENT On coalition re-election.
there were essentially two things announced - the $75million fund if re-elected, and QUITE SEPARATELY the 5 mill for CNM.
So that will be well received i would have thought. . . .
