There have been a few producing intermediate products (high-grade mineral concentrates or mixed rare earth carbonates/chlorides etc.): Northern Minerals (product sold to China), Rainbow Rare Earths (to China), Energy Fuels (to Estonia, thereafter to China), a number of mineral sands companies including RIO and ILU (to China), Chinese (or Japanese!) controlled entities in various SE Asian countries (to China). A bit of Russian supply. Some of these have also been stop-start.
