Where did you learn your chemistry?
The pH scale is about relative Arrhenius acidity with lower pH being more acidic and higher pH being more alkaline/basic. Thus a pH8 is more acidic than pH9 even though both would be basic. Similarly, pH4 is more basic than pH3 even though both would be acid.
