As many posters have already indicated and has been alluded to many times in “Ascendant” - LTR has already begun and completed sections of 4M construction part of the “expansion”.
So what they are really “deciding on” is when timing will allow them to complete the 4M expansion that they have already committed to... or to put it another way - they have spent money they should not have spent.
DYOR IMO.
